PERMIT #: M-1996-089 <br />INSPECTOR'S INITIALS: RCO <br />INSPECTION DATE: January 25, 2011 <br />OBSERVATIONS <br />This was a routine inspection performed by the Division as part of its monitoring of Construction Materials <br />112c permits. The operator was contacted about the scheduled inspection and he was present throughout <br />the inspection. On the day of the inspection the site was active: the operator was hauling loads of product to <br />a nearby pipeline project. <br />Acid And Toxic Materials: <br />There were no contaminants at the site. The operator has stored diesel fuel in a trailer-mounted tank onsite, <br />for the crusher and loader. The tank was recently moved a short distance to be set up for use. The operator <br />has not yet installed an impermeable liner under the tank in its new location. There is no evidence of spillage <br />or leaks on the ground. The operator must install the liner below the tank prior to placing the tank into service <br />again. At this time the lack of a liner is not a problem. <br />Backfilling and Grading: <br />The operator maintains the active highwalls at 3:1 gradients, to keep them stable and to minimize the bond <br />required for earthwork. There were 3:1 pit slopes in various stages of activity: being stripped for excavation, <br />active excavation, recontouring for reclamation, topsoiled and revegetated. The pit floor is dry and generally <br />level. The north slope is in its final location and is getting close to being fully reclaimed. <br />Financial Warranty: <br />The required bond is $14,218, and the operator has posted $20,000. The bond amount has not been reviewed <br />in several years and the Division is required to recalculate the reclamation costs. The new figures will be sent <br />to the operator soon under separate cover. The operator is reminded that if a bond increase is indicated with <br />a total amount above the posted amount, the operator has up to 60 days to provide the additional bond. At <br />this time and until the new figures are available, the current bond is considered adequate. <br />General Compliance With Mine Plan: <br />The site is approved for excavation, crushing and screening, and stockpiling. The operator has limited pit floor <br />space in which to operate, and has not disturbed any areas outside of the pit (on the south or west sides) with <br />any activities yet. Active excavation has been toward the west, until recent excavations revealed that the <br />material is too sandy, and excavation was shifted to the east side. The operator understands that disturbance <br />must be limited, so most of the west side was resloped and topsoiled. Shaping will be completed soon, and <br />seeding there will wait until a winter snow is imminent or until springtime. There are several stockpiles of <br />pitrun, fines, rock, products, and topsoil. The site is orderly and clean. <br />Reclamation Success: <br />The operator performs reclamation concurrent with the mining. The operator strips topsoil ahead of mining, <br />but limits the amount of disturbance to reclaim. This is a dry site on which revegetation does not happen <br />quickly, but the operator has been successful with reclamation by carefully salvaging topsoil, maintaining <br />gentle slopes, replacing topsoil promptly and seeding properly. <br />Sediment Control: <br />All sediment from the operation reports to the pit floor. <br />Page 2 of 5
