PERMIT #: M-1984-044 <br />INSPECTOR'S INITIALS: RCO <br />INSPECTION DATE: January 25, 2011 <br />OBSERVATIONS <br />This was a routine inspection performed as part of the Division's monitoring of Construction Materials 112c <br />permits. The operator was contacted but unable to be present for the inspection. The entrance gate to the <br />site was locked so access was gained on foot. There was no activity at the site on the day of the inspection. <br />There was no equipment at the site, and no fuel or debris was present. <br />Backfilling and Grading: <br />The operator maintains the pit in a stable condition, with a level pit floor and most of the pit slopes <br />maintained at 3:1. The south slope is in its final location. There is a little more distance that the pit could <br />expand to the east, and lots of distance remaining to expand to the northwest and west. There is a small <br />portion of the pit highwall on the western end that is not sloped to a stable gradient. The operator should <br />consider performing some grading work on that limited portion of the highwall (as well as salvage the small <br />amount of topsoil still present on top of that raveling highwall). <br />Hydrologic Balance: <br />The site is dry, with no exposed groundwater. There is no evidence of seeps or leaching of alkalinity on the pit <br />floor, though there are a few spots where groups of volunteer willows are growing in the pit. <br />General Compliance With Mine Plan: <br />No material is imported to the site from other locations. There have been past processing activities here, <br />under this permit: screening and crushing (and possibly asphalt batching, in years prior to the permit). <br />Stockpiling of pitrun and gravel product occurs in the pit. No hydrocarbons or contaminants are stored here. <br />Reclamation Success: <br />Most slopes are at 3:1, and some of them are in their final location. No erosion of those graded slopes was <br />evident, though not all of them were topsoiled. No reclamation seeding has been performed, though <br />volunteer vegetation (with desirable species) has been noted on many areas where there has been no <br />redisturbance since initial disturbance occurred. <br />Revegetation: <br />Encroaching volunteer vegetation is present onsite, and includes several local species of grasses, forbs and <br />shrubs. There is nothing in the record to reflect that seeding has been performed by the operator. There are <br />no infestations of annual weeds or noxious weeds. <br />Signs and Markers: <br />The gate contains a new permit ID sign, and all permit boundaries consist of the fenceline. No disturbance has <br />occurred outside the boundaries. <br />Topsoil: <br />The topsoil depth varies across the site. Since there is no topsoil stockpile present, the operator must ensure <br />that all topsoil is stripped ahead of future expansions of the pit. If any of the stripped topsoil is not promptly <br />placed on other disturbed areas for reclamation, it must be placed in a protected stockpile location and <br />seeded to protect it against erosion and weeds. <br />Page 2 of 4
