Remaining Reclamation
Topsoil Stockpiles 4,7, and 8
With completion of the final grading operations at the North Pit, South Pit Drill Pad,
Permanently Reclaimed Spoils Area, North Pit Haul Road, and Equipment Area, topsoil was
redistributed from Topsoil Stockpile #2 and a portion of Topsoil Stockpile #7.
When all topsoil is removed from a given stockpile, sufficient topsoil from the stockpile will be
retained to re-topsoil the basal area of the topsoil stockpile. Topsoil stockpiles 7 and 8 will retain
adequate volumes of topsoil to re-topsoil Sediment Ponds 1 and 2 after the determination that
they are no longer required and they have been regraded. Re-topsoiled topsoil stockpile
locations (footprints of the former stockpile locations) will be revegetated in accordance with the
revegetation plan. In the event that there is topsoil in excess of that required to replace a
maximum of 12-18 inches of topsoil on the disturbed areas of the Carbon Junction Mine, excess
topsoil may be replaced on adjacent disturbed and/or reclaimed areas owned by Oakridge Energy
on Ewing Mesa to facilitate needs under the approved post-mining land uses. Until it is used,
any excess topsoil will remain stabilized in one or more topsoil stockpiles.
Sediment Ponds I and 2
Sediment ponds 1 and 2 will be reclaimed (backfilled, regraded, retopsoiled, and revegetated)
following a determination that they are no longer required for sediment control at the Carbon
Junction mine site.
In addition to the above described modifications to the reclamation plan described above, the
following modification was made previously to the reclamation plan. This change involved
removal of the former explosives area from the mine site.
Golf Course Reclamation
The northwest corner of the original permit area (approximately 10 acres) fell within the area
planned for development of a golf course and ancillary facilities. To facilitate construction of the
golf course facility, Oakridge Energy requested that the explosives bench and access road be left
in their current configuration. Based on this request, liability release from CDMG was sought
for this area. CDMG approved this release in 1997. Subsequent to the liability release, the area
was excised from the Carbon Junction Mine permit area (CDMG TR07).
Abridged Permit Document 5-25 Feb 2008
