This SWSP shall be valid for the period of November 1, 2010 through October 31, 2011, unless <br />otherwise revoked, modified, or superceded by decree. If this plan will not be made absolute by <br />a water court action by the plan's expiration date, a renewal request must be submitted to this <br />office with the statutory fee (currently $257 per site) by September 15, 2011. <br />2. The total area of pond surface exposed at the Mann Lakes, Riverbend Operation and Lupton <br />Lakes after December 31, 1980 for each of the unlined pits shall not exceed those values listed <br />in Table A of this approval. Should the total surface area exposed exceed those amounts, an <br />amendment will need to be filed with this office. The total lagged depletions resulting from <br />operation of the pits shall not exceed those amounts specified in attached Table 1. Should the <br />lagged depletion from any of the pits exceed the values listed in Table 1, an amendment will <br />need to be filed with this office. <br />3. All pumping for dust control shall be measured in a manner acceptable to the division engineer. <br />4. Stream depletions from the proposed gravel pit operation were lagged to the South Platte River. <br />For purposes of this SWSP, the distance of the exposed ground water to the river ("X") is <br />accepted; however, should the Applicant seek to renew this SWSP, the Applicant must <br />calculate the depletions with the X value measured from the centroid of the ground water <br />pond. <br />5. All diversions shall be measured in a manner acceptable to the division engineer. The <br />Applicant shall install and maintain measuring devices on all the wells nos. 1657-RR, 2819-F, <br />19944-FR, 20317-R and 20583-R as required by the division engineer for operation of this <br />SWSP. In addition, since well nos. 1657-RR, 2819-F, 19944-FR, 20317-R and 20583-R, are <br />also included in the Central GMS decree in case no. 2002CW335, the Applicant shall <br />install two (2) 'flow meters on these wells to separately record all pumping covered by <br />Central GMS and all pumping covered by this SWSP. <br />6. Adequate accounting of depletions and replacements must be provided to the division engineer <br />in Greeley (Div1 Accounting Astate. co. us) and the water commissioner (Scott Edgar at <br />Scott.Ed4ar@state.co.us) on a monthly basis or other interval acceptable to both of them. <br />Since the Applicant intends to pump the well nos. 1657-RR, 2819-F, 19944-FR, 20317-R and <br />20583-R for both irrigation and industrial uses a monthly meter reading for each use on each <br />well shall be reporting in the accounting. The accounting form provided with your application is <br />subject to modification and approval by the division engineer. All amounts shall be in acre-feet. <br />In addition, the applicant shall submit a report from each entity making replacements; for this <br />plan, that entity is the City of Aurora. The report shall include an accounting of all wastewater <br />plant water effluent controlled by each entity, showing the total volume of water under its control <br />at the various wastewater treatment plants, and the amount committed to each of the recipients <br />of the water. <br />Furthermore, ongoing water budget accounting is required on Mann Lakes in accordance with <br />the State Engineer Guidelines for Lining Criteria for Gravel Pits. Any groundwater that enters <br />Mann lakes shall be released to the stream and cannot be put to beneficial use. <br />7. All releases of replacement water must be sufficient to cover all out of priority depletions and be <br />made under the direction and/or approval of the Water Commissioner(s). The replacement
