Hickenlooper
Governor
Mike King
Executive Director
Dick Wolfe, P.B.
Director/State Engineer
RE: Lafarge West, Inc.'s South Platte Combined Replacement Plan WDID 0202581)
Water Division 1, Water District 2
Approval Period: November 1, 2010 through October 31, 2011
Contact phone number for Mr. Jared Dains: 303-452-6611
Dear Mr. Dains:
We have reviewed your letter of October 5, 2010 requesting renewal of the substitute water
supply plan ("SWSP") to cover depletions caused by gravel mining operations at multiple mine sites
operated by Lafarge West, Inc. ("Lafarge" or "Applicant") along the South Platte River. his SWSP
proposes to replace depletions which occur at four different mine sites, specifically: owe Pit M-7?:
0?(WDID 0203009), 2) the Mann Lakes, M-82-147 (WDID 0203012), 3) the River end Operation
(Riverbend West) M-00-01V (W6f6 020 3) Zuupp on Lakes (Riverbend East), M-04-
0203041). The require ee of $1028 ($257x4) has been su mi ed. Lafarge previ y operated the
Fort Lupton Pit, M-85-088, however based on the information provided the Division of Reclamation
Mining and Safety ("DBMS") approved the full reclamation responsibility release of the Fort Lupton Pit
on May 29, 2010 because it was determined that the Fort Lupton Pit site is complety encompassed by
the Riverbend Operation, M-00-016. Thus the Fort Lupton Pit site was incorporated in the Riverbend
Operation permitted area.
Plan Operation
Lafarge transferred the Howe Pit to Denver Water in May 2009. Therefore, Denver Water will
be responsible for replacement of evaporative depletions at the Howe Pit site from any unlined lakes
and will submit a separate SWSP request to cover any depletions from the ground water exposed in
those unlined lakes after December 31, 1980. The consumptive use at the Howe Pit site that will be
covered under this SWSP will be from water used for concrete batching.
The liner for the Mann iLakes was approved by the State Engineer on September 10, 2009, therefore
the only consumptive use at the Mann Lakes will be the post pumping lagged depletions from water
used in prior years. Furthermore, ongoing water budget accounting is required on Mann Lakes in
accordance with the State Engineer Guidelines for Lining Criteria for Gravel Pits. Any groundwater
that enters Mann lakes shall be released to the stream and cannot be put to beneficial use. All such
remaining depletions were replaced in November 2010. Any groundwater that enters Mann Lakes shall
be released to the stream and cannot be put to beneficial use.
Lafarge will resume mining at the Riverbend West when it becomes economically feasible, thus
the consumptive use at the Riverbend West will consist only from evaporation of exposed groundwater.
14 RECERUFr*l
Office of the State Engineer ,?
