Proceed from that intersection approximately 600 feet westerly, and <br />then northerly on a jeep trail (located before rat creek road) to the proposed drill sites (See Figure 1 in the POO, <br />for location of the project). <br />We propose to drill on four drill sites as shown on the attached Plan of Operation (POO). These drill pads are <br />located on previously disturbed waste dumps or existing jeep trails. We calculate that maximum potential <br />disturbance could be as large as 2.9 acres, but realistically we anticipate only 0.25 acres of new disturbance. <br />The normal process is to submit basic project information for the the US Forest Service to evaluate and <br />determine if a Plan of Operation is required. However, because there is a small window to complete prospecting <br />projects in Mineral County we concluded that we could expedite the process by submitting a Plan of Operation <br />that details, the exact location of the drilling and how the enviromental impacts created by the work would be <br />mitigated in a pro-active way. <br />It is our position that by proceeding in this manner that we will establish if the mineralized zones we have <br />identified through surface geology are sufficient to proceed with a mining proposal, or not. Regardless, we <br />believe that we have identified all the potential environmental impacts and we can accomplish the work in an <br />evironmentally responsible manner. <br />We respectfully request a review of our proposed project in a timely manner, so that the prospecting work can <br />be done during the summer months of 2011 and any required land reclamation could be accomplished during the <br />fall months of 2011. We are also mailing two copies of the Plan of Operation, a digital copy and the State of <br />Colorado Forms 1 and 2 for hard rock prospecting to Bob Oswald, Division of Reclamation, Mining and Safety <br />to concurrently process both the a USFS Plan of Operation and the State of Colorado requirements. <br />Thank you for your kind consideration, <br />Mark Cape <br />Cc: Bob Oswald, Divison of Reclamation, Mining and Safety, Department of Natural Resources, Durango, CO.
