The approved reclamation plan will restore the property to conditions <br />capable of supporting the post mining land use as documented in the PR6 findings, Section A., <br />Number 13. <br />Number 13. in Section A of the PR6 findings (page 25) makes a finding of compliance with Rule <br />4.16. <br />11. Please refer to the summary of Prime Farmland Determination in the PR6 findings, Section II. E1 <br />on page 16. Additional information is provided in the Divison's response to TDN X10- 140 -182- <br />003. <br />The Division finds no violation of Rule 2.04.12(1). <br />12. As discussed in alleged violation number 7, an Order 1 Soil Survey was conducted in 1998 for the <br />PR5 expansion area at the New Horizon Mine. This survey included the Morgan property. The <br />National Soil Survey Handbook was used for reference in the final report prepared by Jim Irvine <br />of Intermountain Resources Inc. <br />The Division finds no violation of Rule 2.06.6(2). <br />13. Topsoil preparation and Reconditioning for the reclaimed cropland, including fertilization, is <br />discussed in Section B, IV.
