January 20,2011 C-1981-019/Colowyo Coal Mine JRS <br /> HYDROLOGIC BALANCE -Rule 4.05 Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5, <br /> 4.05.6;Discharge Structures 4.05.7,4.05.10;Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring <br /> 4.05.13; Surface Water Monitoring 4.05.13;Drainage—Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, <br /> 4.05.9; Stream Buffer Zones 4.05.18: <br /> -The West Taylor Pond(NPDESO1 IA)contained water at a level approximately four feet below the top of the <br /> primary riser. It was unclear whether the pond was discharging when the photographs were taken. The top of the <br /> pond(water)was mostly covered with ice and snow. The emergency spillway appeared to be stable. The pond <br /> embankment was covered with snow but also appeared to be stable. <br /> -The East Taylor Pond(NPDES Ol OA)contained water approximately six feet below the top of the primary riser <br /> and did not appear to be discharging(as evidenced by the fact that there was snow in the discharge culvert on the <br /> downstream side of the pond embankment). The pond embankment was covered with snow but appeared to be <br /> stable. <br /> GENERAL MINE PLAN COMPLANCE: <br /> -The aerial inspection took place on a Thursday,which is the day the mine does not operate(it is a maintenance <br /> day). The 114 shovel and 115 excavator were both in the south part of the South Taylor Pit but not operating. All <br /> of the 240-ton haul trucks were parked in the South Taylor ready line. The 102 and 103 draglines were both in the <br /> West Pit. <br /> ROADS—Rule 4.03 Construction 4.03.1(3)/4.03.2(3)Drainage 4.03.1(4)/4.03.2(4) Surfacing and <br /> Maintenance4.03.1(5)and(6)/4.03.2(5)and(6)Reclamation 4.03.1(7)/4.03.2(7): <br /> -The South Taylor Haul Road was plowed from the West Pit up to the South Taylor Pit and from the <br /> facilities area into the West Pit. There was a stretch of road in the West Pit that was not plowed. The haul road <br /> appeared to be stable and well maintained. <br /> SUPPORT FACILITIES-Rule 4.04: <br /> -The Gossard Loadout area appeared to be in good condition at the time of the inspection. There coal stockpiles <br /> at the loadout cone and just south of the truck dump appeared to be very large. There was no fugitive dust seen <br /> blowing from the loadout. <br /> -Colowyo still has the rock crusher placed on the A-A' underdrain of the West Taylor Fill(almost at the <br /> confluence with the B-B'underdrain).
