6.3.3(l)(n) <br />The minerals to be extracted from mine waste rock during offsite processing are: <br />Primary Commodities <br />Gold and Silver <br />Secondary Commodities <br />Copper, Lead, and Zinc <br />Incidental Elements <br />Iron (from collected pyrite/sulfide minerals), trace amounts of other various heavy metals <br />This material is extracted for economic gain and to generate a mostly inert tailings for environmentally friendly <br />impoundment. The abandoned mine waste rock is polluting our properties and we have a desire to clean it up. <br />Being able to offset processing cost with profits gained from the sale of the concentrates makes this cleanup project <br />economically viable as a private business venture. <br />6.3.3(1)(0) <br />This operation as currently proposed will not require the use of explosives. <br />6.3.3(2)(a) <br />There will be NO mineral processing conducted on-site and NO new tailings piles within this Affected Area. <br />There are NO designated chemicals used in this proposed mining operation, therefore no special emergency <br />response plan is necessary. <br />In the event that there is a spill of waste rock during removal operations, the operators are instructed to STOP the <br />activity and assess the situation. Once the source and cause of the spill have been determined, a plan shall be <br />devised to prevent any further spillage. After the source has been stopped, the spill may be cleaned up. Cleanup <br />shall include using machinery (loader, excavator, etc.) or manual tools (shovel, buckets, etc.) to scoop up the <br />material and return it to an appropriate place. An appropriate place is either the original pile source, front-end <br />loader, excavator, truck or whichever piece of equipment the material has spilled from originally. This will place <br />the spilled material back into a regulated situation. <br />For more Best Management Practices, refer to the Storniwater Management Plan included in the appendix of this <br />Exhibit C. <br />6.3.3(2)(b) <br />A laboratory analysis (Synthetic Precipitation Leaching Procedure, SPLP, Method 1312) of the in-situ waste rock <br />(solid constituents) is attached to the end of this Exhibit C to demonstrate the "before" state, prior to offsite <br />processing. This :information will be relayed to the DRMS as part of the notification process for the Venture <br />Resources' Hukill. Gulch Millsite imported material reporting per Rule 3.1.5(9). <br />Proposed Point of Compliance: <br />For education purposes the pre-existing, baseline quality of ground water beneath the proposed facility has been <br />provided. Please refer to 6.3.3(1)(i) above in this Exhibit C. This specific permit is to allow for completely <br />removing a pre-existing waste rock dump and transfering it to a processing facility (Venture Resources' Hukill <br />Gulch Millsite - DRMS permit #M-2009-076) for treatment and subsequent re-impoundment. This site will be <br />reclaimed and will be devoid of the acid fornring rock. This provides for a net reduction of acid forming material in <br />the area; therefore, surface/groundwater monitoring and groundwater points of compliance will not be necessary. <br />NO new acid fon-ning material will be introduced to this site. <br />Reclamation details are to be found in Exhibit D and within the maps and drawings of Exhibit E. <br />Page 7of8
