porosity), a lesser geochemical benefit (increased rate of carbonate leaching due to increased <br />water movement) may result. <br />4.0 Regraded Spoil Monitoring Program <br />In order to provide a feedback system to check the reliability of the overburden sampling and <br />analysis program, a regraded spoil sampling program will be initiated. The regraded spoil will <br />be sampled prior to topsoil replacement with a hydraulic soil sampler, a bucket auger, or other <br />suitable equipment. Personnel will inspect the surface spoil between sample points. If a <br />significant change in spoil characteristics is observed between sample points, additional sample <br />sites will be located. Regraded spoil will also be visually inspected for compaction, possible <br />root growth problems, and the potential for slippage at the topsoil /spoil interface. The lateral <br />and vertical sampling intensities are closely evaluated once sufficient samples is collected to <br />determine the degree of sample variability. This sampling program will ensure that the spoil is <br />non -toxic and chemically /physically suitable to enhance plant growth. See Tables 2.05.4(2)(d)- <br />1A and 1 B for all sample parameters, increments, and frequency. <br />Prior to July 1999, regraded spoil monitoring included analyses of seven parameters. The <br />parameter list was reduced at that time to three parameters (boron, pH, and EC), based on <br />information obtained over the course of the initial monitoring program. The current requirements <br />for regraded spoil and replaced topsoil monitoring (updated for PR -06 in 2010) are presented in <br />Tables 2.05.4(2)(d) -1A and 1B. The sampling grid is oriented north - south /east -west, to reflect <br />the current mining pattern. Sampled intensity is 1 sample location per 2.5 acres in areas where <br />the surface spoil functions as a subsoil substitute and 1 sample location per 5 acres in all other <br />areas. <br />Revised September 2010 (PR 06) 2.05.4(2)(d)4 <br />
