Guhka <br />Telephone 970/864 -2165 <br />Fax 970/864 -2168 <br />RE: Draft Proposal of Topsoil Redistribution on Morgan Prime Farmland <br />I called Mike Morgan on 24 June 2010 at approximate 3:15pm to ask if he was available <br />so I could present hun with a draft proposal on how WFC would like to redistribute the <br />prime farmland soils on Morgan land. He said lie was available and he would be at his <br />shop. I drove over and met with him at approximate 3:45 pm. We exchanged greetings <br />• and I asked if JoEllen was around. Mike said she was in Grand Junction at a doctors <br />appointment. 1 then proceeded to pull out the map and letter from the envelope to <br />spread on tale fi•ont bumper of the Ford farm tractor to describe the topsoil redistribution <br />plan. I went over the letter describing the plan plus showing hun the calculations and <br />areas on the map so lie could follow along with my calculations and logic. I asked him <br />several times during and after the discussion if he could follow and understand the logic <br />in the topsoil redistribution plan. Mike said he thought he did and at the time, seemed to <br />not have any questions. I asked him to take the papers home and discuss it with JoEllen <br />and the Family and to contact me if he had any questions. I also mentioned to him that I <br />was working on writing up this plan to insert it into PR -06 permit renewal that was due <br />the end of June 2010.
