The previous cover standard for vegetation Sampling Area 1 -A and 1 -B included all <br />live vegetation plus litter and was set at 90% of 43.9% cover. See Table 1 of Appendix <br />22 -1. Careful examination of the data shows that most of the cover is litter (31.2 %) <br />leaving total live cover of only 12.7 %. <br />Unfortunately, in early 2000, WFC discovered that heavy cattle grazing had been allowed <br />to occur on the original dryland reference area west of the airport and that there was no <br />guarantee that heavy grazing could be prevented from occurring again in the foreseeable <br />future. <br />REVISED 11 Nov 09 Tab 22 -17 <br />
