Stark, Jim
From: duVall, Shina [Shina.duVall@chs.state.co.us]
Sent: 11 January, 2011 15:20
To: Ethan _Morton@blm.gov; Stark, Jim
Cc: Corson, Dan
Subject: Colowyo Coal Mine (Permit No. C-1981-019) Permit Revision App. No. 3
Hi Ethan and Jim,
Can we schedule some time to talk about this project over the phone either this week or next? Through my preliminary
review of the records, I understand the following:
• The original area of potential effects (APE) was surveyed by TRC Mariah in 2006 for the BLM-LSFO. This
encompassed an area of 9,452 acres.
• The report (MC.LM.R539) and site forms were reviewed by our office and Greg Wolff provided comments to the
BLM on the determinations of eligibility for the sites recorded.
• Greg did not provide a comment for the BLM on effect or treatment.
• We assigned this project CHS #49616.
My questions include, but are not limited to:
• Based on the most recent materials received from DRMS, the PR-3 proposes to incorporate an additional 19K+
acres into the permit area. Is this correct?
• Has this additional area been inventoried for cultural resources?
• Does this additional area include lands owned/managed by the BLM (LSFO or other field office)?
• As there is Federal involvement, a lead Federal agency should be designated to conduct the Section 106
consultation. Has this occurred?
• How did the BLM/DRMS deal with the effect and treatment of sites that were recorded during the 2006 survey?
I would greatly appreciate an opportunity for us to discuss this project and the proposed PR-3 over the phone rather than
attempt to address these questions in a letter.
Please let me know your availability. I can discuss this Wednesday afternoon this week. Unfortunately I am booked all
day on Thursday and Friday. I am open next week with the exception of Wednesday afternoon.
Thanks so much!
Shina
Shina duVall, RPA
Section 106 Compliance Manager
1560 Broadway, Suite 400
Denver, CO 80202
303-866-4674 (direct)
303-866-2711 (fax)
shina.duvall(aD-chs.state.co.us
Click here to sign up for the monthly Colorado History NOW email newsletter.
