Ground conditions were as follows: a small amount of snow(less than 6 inches) <br /> was on the ground covering approximately 80%of the area across the entire observed site. <br /> AIR RESOURCE PROTECTION—Rule 4.17: <br /> No dust was blowing off of the dumped ash. <br /> HYDROLOGIC BALANCE-Rule 4.05: <br /> The Keenesburg Mine site had experienced a small amount of snow on January 10, 2011;the precipitation total <br /> from this event was measured to be 0.18 inches. A small amount of snow was observed in B Pit and the two <br /> ponds(Sediment Pond 2 and the Dugout Pond). No standing water was observed in the pit or either pond. No <br /> problems were observed with the two ponds. <br /> GENERAL MINE PLAN COMPLANCE: <br /> CEC continues to dispose of ash in Pit B. CEC will continue to place ash on the lower lift until they reach the <br /> northern extent of the B pit. During the inspection,no equipment was being operated at the pit. Four piles of ash <br /> were visible and had not been pushed into the pit. No problems were observed with the pit or the ash disposal <br /> area. <br /> Two future well pad areas were staked; one pad will be west of the permit boundary and the other will be in Areas <br /> 20, 21, 22,and 29 (as illustrated in TR-41). The pad areas are in compliance with the mine plan. <br /> ROADS—Rule 4.03: <br /> The road to B Pit(along the north boundary)and the road south of the spoil area and south of Area 25 were driven <br /> during the inspection.
