The Edna mine is a reclaimed surface mine.
The Division is reviewing a final phase III bond release for the operation and will schedule a follow up bond
release inspection in the spring 2011 once the snow has melted off the site. Fresh snow covers the site. Based on
the amount of vegetation emerging through the snow, it appears a snowpack of 2 feet or more exists on the
reclaimed mine. No vehicle tracks-motor vehicle or snow machine could be observed on the mine site.
FISH and WILDLIFE - Rule 4.18:
A freshly cached elk carcass was half buried in the snow by the north access gate. Mountain lion tracks
were observed leading away from the carcass up along the north access road. The inspector decided not to
snowshoe along this roadway with the fresh tracks.
Mine site was observed from RCR29 with binoculars since South access road was heavily drifted in and
treacherous even on snowshoes. Animal tracks could be noted throughout mine site. No elk or deer were
observed in the open snow covered areas at the time of the inspection.
ROADS - Rule 4.03 ? ? Construction 4.03.1(3)/4.03.2(3) ? ? Drainage 4.03.1(4)/4.03.2(4) ? ? Surfacing and
Maintenance4.03.1(5) and (6)/4.03.2(5) and (6)E1 ? Reclamation 4.03.1(7)/4.03.2(7):
The mine access road is not plowed or otherwise maintained during the winter months. South access road
from RCR27 was heavily drifted with snow and impassible even on snowshoes.
REVEGETATION - Rule 4.15 ? ? Vegetative Cover; Timing:
Shrubs could be seen emerging through the snow throughout the mine site.
Number of Partial Inspection this Fiscal Year: 5
Number of Complete Inspections this Fiscal Year: 2
Page 2 of 3
