Mr. Scott Wanstedt of Blue Mountain Energy <br /> (BME)accompanied the inspection. The weather was clear and snowy. A winter storm had passed through the <br /> area earlier in the week. Approximately a foot of snow remains on the ground. The mine is an active underground <br /> mine. Mining operation continue in Longwall panel 11 in accordance with the approved mine plan. The operation <br /> is not shipping a lot of coal to the power plant at this time. <br /> HYDROLOGIC BALANCE -Rule 4.05 Impoundments 4.05.6,4.05.9; Ponds are frozen and snow covered. <br /> None of the ponds were discharging at the time of the inspection. Mine DP-1 was frozen and snow covered. <br /> Ditches are snow covered. No problems were observed. <br /> Service hole#3 has not yet been drilled. Scott indicated it will probably be spring or summer when SH#3 is <br /> drilled. Final work at the lagoon area has not been completed. BME plans to install a protective shed or storage <br /> container over the electrical panel. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 Drainage Control; Surface <br /> Stabilization;Placement: ❑ <br /> BME sores is storing refuse on the south end of Refuse pile 5A. The operator doesn't spread the refuse <br /> during the winter months but periodically plows the snow off the top of the RDAs to minimize the amount of <br /> moisture on top of the piles. RDAs are in good condition for the time of year. <br /> SUPPORT FACILITIES -Rule 4.04: Visited B vent shaft#3 and B vent shaft#1, B-vent shaft#3 road was <br /> plowed. No problems were noted at the shaft. A small amount of ice was present at the top of the shaft. B-vent <br /> shaft#1 was not plowed. Shaft was fenced,no activity other than animal tracks was observed. No problems were <br /> observed. Other degas wells and Nitrogen holes visited included:LBW 11-2 venting,LB11-3 closed,not venting, <br /> RS-5 venting,N9-26,N8-36, and N9-56. Scott indicated that BME will be changing the naming designation of <br /> N9-56 to N9-57. Not all access roads to degas holes or Nitrogen holes had been plowed,only to those that require <br /> monitoring. No problems were observed at these boreholes. <br />
