The water monitoring program is described on pages 780-107bbR through 780-111 of <br />Volume 2 and Table 61. Monitoring at the mine site has been discontinued but continues <br />at the loadout. <br />1. The groundwater monitoring plan is as follows (4.05.13(1)): <br />Monitoring wells completed in the alluvium at the loadout are monitored monthly from <br />March through October for water level and field parameters (temperature, pH, and <br />electrical conductivity). These same wells are monitored for trace metals and major <br />cations and anions on a quarterly basis except for the winter months (November through <br />March). <br />2. The surface water monitoring plan was submitted under 2.05.6(3)(b)(iii) and includes the <br />following (4.05.13(2)): <br />Surface sites are monitored weekly from March through October for discharge, <br />temperature, and pH. Any effluent water is measured for discharge, settleable solids, pH, <br />and oil and grease. The only sites that are still monitored are Sites 319 and 320 at the <br />loadout. Reporting is on a quarterly basis. The monitoring schedule can be found in the <br />application as Table 61, Volume 3. <br />B. Stream Buffer Zones <br />The Division previously approved surface or underground mining activities within 100 <br />feet or through a perennial stream or stream with a biological community. This decision <br />was based on a finding that the original stream channel will be restored, water quality and <br />quantity shall not be adversely affected, and appropriate riparian vegetation will be <br />reestablished. The buffer zone variance was granted to haul roads that were to cross <br />riparian areas located adjacent to the haul roads between Pits 1 and 2 and between Pits 2 <br />and 3 (application pages 816-83, Volume 2, Rule 4.05.18(1)). Pits 2 and 3, however, will <br />not be opened as previously proposed; therefore, the Division will not re-approve this <br />variance. A buffer zone is also located at the loadout. <br />IV. Topsoil- Rule 4.06 <br />A. Pits 2 and 3 will not be opened as previously proposed. Hence, topsoil will be replaced at <br />a minimum depth of 0.5 feet (page 816-126). Should mining progress beyond Pit 1, <br />however, the Division has determined that the B horizon and portions of the C horizon <br />shall be segregated and replaced as subsoil in order to ensure soil productivity consistent <br />with the approved post-mining land use (4.06.2(3)). Subsoils from Pit 3 will be placed on <br />Pit 2 prior to topsoil placement to ensure adequate depths of non-sodic plant growth <br />medium. <br />22
