January 12, 2011 <br />TMMP <br />Land Use <br />0 Goal A - Reflect a respect for the natural environment of the Basin in land use decisions, with an <br />emphasis on focusing urban growth in identified areas so that the undeveloped mountain character of <br />the Basin's rural areas is preserved. <br />Rural - Climax Area <br />o Policy/Action 6. Allow the historic mining operations as land uses in the Climax area while <br />protecting recreational and open space opportunities. <br />6.1 Allow for mining related activities in the areas either currently or historically used by the <br />Climax Mine for mining purposes. <br />6.2 Designate areas not historically used for mining related activities by the Climax Mine (e.g., <br />area above West Intercept road, mountainside southwest of Clinton Reservoir) for open <br />space and dispersed recreation uses. <br />6.3 Continue to successfully cooperate with the owners of Climax Mine to improve the water <br />quality of Tenmile Creek. <br />Environment <br />Goal C. Protect and enhance the Basin's wetlands, water, wildlife, air, and land resources by <br />maintaining a healthy ecosystem and sustaining the quality of life for community residents. <br />o Policy/Action Plan 3. Summit County should work cooperatively with Copper Mountain Resort, <br />the Colorado Department of Wildlife and other appropriate agencies to develop and implement a <br />restoration plan for West Tenmile Creek and Tenmile Creek. <br />Trails and Public Access <br />Recreational Pathway (Recpath), Bicycle and Pedestrian Route <br />o Policy/Action Plan 4. Develop a bicycle route that connects the Tenmile Canyon Recpath to <br />Fremont Pass. <br />The State Mining Permit amendment does discuss the water quality improvements that will be a part of <br />the reclamation of the mine site during and at the conclusion of operations at the mine site. Maps <br />submitted as a part of the state mining permit show regions of the Climax Molybdenum Company.- <br />holdings being used as buffers that have potential for recreational uses in the future once the mine <br />operation ceases. However, the application materials do not address the other possible recreational <br />opportunities that may be possible during reclamation of the mine site such as a grade-separated <br />extension of the County's recreational pathway to Fremont Pass as noted in the CWCP's Recreation and <br />Trails - Recreational Pathway Goal F, Policy/Action Plan 3 and TMMP's Trails and Public Access - <br />Recreational Pathway (Recpath), Bicycle and Pedestrian Route Policy/Action Plan 4 as noted above. <br />Again, we appreciate being provided the opportunity to comment on the State Mining Permit Amendment <br />Permit M-1977-493 AM-06 - Climax Molybdenum Company application to the Division of Reclamation <br />Mining and Safety.
