C <br />HISTORY <br />December 10, 2010 <br />Aline LaForge <br />Archaeologist <br />Bureau of Land Management <br />Grand junction Field Office <br />2815 H Rd. <br />Grand Junction, Colorado 81506 <br />Re: Class III Cultural Resource Inventory of a Proposed Future Area of Disturbance in <br />Garfield County, Colorado for the McClave Canyon Mind, LLC (CHS #58499) <br />Dear Ms. LaForge: <br />Thank you for your correspondence dated November 24, 2010 (received by our office on <br />November 29, 2010) and the documentation provided regarding the subject project. <br />Following our review of the documentation provided, we believe that in light of this recent <br />documentation of the Davenport Ditch (5GF879), a finding of need data for the resource as a <br />whole is appropriate until more segments of the ditch can be recorded. The BLM made a <br />recommendation in late 2008 that the entire resource is not eligible for the National Register of <br />Historic Places (NRHP). Following this most recent recordation, it appears that the BLM is <br />recommending that the resource as a whole is eligible under Criterion A and C, and that <br />segment 5GF879.6 supports the eligibility of the larger linear resource. " We concur that the <br />documentation provided supports this determination. <br />We further concur with your determination that site 5GF4376 is eligible for the NRHP and <br />that a finding of need data is appropriate for segment 5GF4377.1. <br />The documentation provided by your office suggests that there is currently no proposed <br />undertaking. However, on November 16, we also received a permit revision application (No. 2; <br />PR -2) from Mr. Michael P. Boulay of the Division of Reclamation, Mining and Safety (DRMS) <br />requesting our review of the proposed Expansion of Surface Facilities and Mining Plan. Mr. <br />Boulay's correspondence cites the report by Grand River Institute (GRI) and the three sites <br />noted above as the corresponding cultural resource documentation. However, it is unclear if <br />this most recent survey and the sites recorded indeed correspond with the proposed action (PR- <br />2) as the maps provided by DRMS show the location of the proposed mining activities in an <br />area that is different from the area surveyed by GRI. In fact, it appears that the major ty of the <br />McClave Canyon mining area has not been surveyed for cultural resources. <br />We request clarification on the following. <br />1.
