primary TSS effluent limit and claim the alternate effluent limit for Settleable Solids (SS) instead. The
analytical results for SS indicated <0.1 mUUhr which is well below the 0.5 ml/Uhr requirement.
Outfall 012 - Pond B
The pond discharge valve was opened on 12/21/2010 at 0800 hrs and outflow sampled at 0900 hrs. The
valve was closed 12/23/2010 at 1500 hrs. The manually operated headgate valve was opened to insure
necessary capacity and stability of the pond during the extreme inflow event.
The data indicates a TSS of 180 mg/l, which would exceed the primary 35 mg/130-day average
requirement and the daily maximum requirement of 70 mg/l. However, since the discharge is a result of
rainfall induced inflow it is appropriate to waive the primary TSS effluent limit and claim the alternate
effluent limit for Settleable Solids (SS) instead. The analytical results for SS indicated <0.1 ml/l/hr which
is well below the 0.5 ml/Uhr requirement.
The data indicates a Total Iron of 4,200 ug/1 which meets the 6,000 ug/l primary daily limit but exceeds
the 3,000 ug/130 day average primary limit. This sample was the only sample taken during the month.
Due to the storm event inflow it is appropriate that the Total Iron limit be waived under the alternate
Permit Effluent Limit.
Outfall 016 - Pond D
The pond outfall is a passive treatment discharge point with a riser pipe serving as the primary discharge
point. The pond was sampled on 12/21/2010 at 0945 hrs.
The data indicates a TSS of 64 mg/l, which exceeds the primary 35 mg/l 30-day average requirement but
not the daily maximum requirement of 70 mg/l. However, since the discharge is a direct result of rainfall
induced inflow it is appropriate to waive the primary TSS effluent limit and claim the alternate effluent
limit for Settleable Solids (SS) instead. The analytical results for SS indicated <0.1 ml/l/hr which is well
below the 0.5 ml/l/hr requirement.
Please see the attached analytical results for additional information. The data indicates that none of the
discharge requirements were exceeded as Oxbow was able to meet the applicable primary or alternate
effluent limits. Overall, Oxbow is pleased that the ponds functioned as designed and in accordance with
the approved CDRMS designs and the CDPS Permit.
No other issues were encountered during December, 2010. If you have any questions or comments,
please contact me at (970) 929-5806.
Sincerely,
es A. Kiger
Environmental Manager
Attachments
Xc: Mr. Mike Bouley, CDRMS
Jim Cooper, OMLLC
Files
0 Page 2
