Pineda <br />Director <br />The Division has reviewed the 2009 Annual Hydrology Report submitted by Seneca Coal Company for <br />the Seneca II Mine. In general, the report was concise and thoroughly addressed the information <br />requirements of Rule 4.05.13(4)(c) and the approved permit application package. Based on our <br />review, we have the following comments: <br />1. Water monitoring frequency requirements were met at all surface and groundwater <br />monitoring sites. <br />2. Field parameters were collected and laboratory analyses were conducted as required at all <br />groundwater and surface water sites. <br />3. SCC noted and the Division concurs that, with four exceptions, groundwater levels are within <br />historic ranges. The exceptions are: <br />a. Well 70 in the Grassy Creek alluvium, which displayed its lowest level on record. The <br />low level (10.3' depth to water) occurred in October, and appears to be consistent <br />with the decreased levels exhibited at this well since 1997.
