SNOWCAP COAL COMPANY <br />Cameo Refuse Disposal Area No. 1 Inspection - 4th Quarter 2010 <br />On December 8, 2010, 1 performed the final inspection of the Cameo Refuse Disposal <br />Area No. 1 in accordance with Rule 4.10.2(2)(a). This rule states that inspections may <br />terminate when the coal mine waste bank has been graded, covered in accordance with <br />4.10.4(4), topsoil has been distributed on the bank in accordance with 4.06.4, and <br />revegetated. <br />1, J. E. Stover, P.E., have a wide variety of experience in the design and construction of <br />earth fill embankments. Nothing was observed during the inspection that would indicate <br />the pile has a potential for failure. The pile was dry. The terraces were dry. The upper <br />diversion ditch was inspected with no problems noted. The pile has been covered with <br />the required 18 inches of non-toxic material and revegetated. <br />The pile is located in a remote area well away from human habitation. A failure of the <br />pile might damage the haul road and sediment pond located below the pile. However, <br />a failure of the pile would probably not be a hazard to human life. <br />This is the final inspection for this pile. <br />I certify that to the best of my knowledge and belief, that the fill and other aspects of the <br />Cameo No. 1 refuse pile have been constructed agb ?n the design approved by <br />the DRMS. ®?e4 fo Rs ,.:,,°?? <br />Recommended maintenance: None <br />ozr⢠<br />J94 ®` a 0:°P ' r Date <br />P.
