areas is therefore consistent with the contours submitted with the SL-11 application and the <br />approved post-mining topography. <br />Topsoil Depth <br />Permit topsoil depth requirement on areas designated for a rangeland post-mining land use is 12 <br />inches plus or minus 2 inches (permit page 4-256). Topsoil had been previously measured in <br />the F-AB-08 parcels and the E-AB-08 parcels and found to meet the permit requirement of a <br />minimum of 10 inches. The topsoil was measured in F-AB-08 by load counts as well as with <br />a shovel and tape measure by Division staff on October 22, 2008. <br />During the inspection, topsoil in the three Z-A-08 parcels was measured with a shovel and <br />tape measure. One hole was dug within each of the parcels. At all three locations, topsoil <br />was found to meet the 10-inch minimum depth. <br />Additional Observations <br />Additional observations were made during the April 20, 2010 inspection: <br />• The contour ditches in bond release parcel F-AB-08 were in need of maintenance <br />including the repair of several blow-outs. <br />• In the northern parcel of F-AB-08, large gullies were observed. The gullies were as <br />much as two feet in depth and were in several locations across the parcel. <br />• Slopes were measured with a clinometer and were generally found to match the <br />topography of the maps in the Annual Reclamation Report. <br />• A slump was observed in the E-AB-08 parcel. The escarpment is as large as 4 feet <br />high and extends onto an area that has been Phase III released by the Division. <br />Per the follow-up inspection on November 8, 2010, all sites requiring repair, as noted by the <br />Division in the April inspection, were repaired adequately with no further problems noted. <br />Summary and Conclusions <br />Based upon a review of the mine permit, TMI's bond release application, and site <br />inspections, the Division finds that Trapper Mining, Inc. has completed regrading and <br />drainage control in accordance with the approved reclamation plan and Rule 3.03.1(2)(a). <br />The Division further finds that Trapper Mining, Inc. has replaced topsoil in accordance <br />with the approved reclamation plan. <br />Trapper Mine Page 7 January 2011 <br />SL-11 Phase I Bond Release
