Land and Coal Ownership <br />The ownership of the surface land for which bond release has been requested is private and <br />state. Ownership of the coal that was mined from the bond release area was federal and state. <br />Summary of Current Activities at Trapper Mine <br />Trapper Mine is an active mine with three pits where TMI is actively mining coal (Pits F, K, <br />and Z) and two pits that have been approved to receive flyash (the Ash Pit and the D/E Pit). <br />Due to the East Panel slide in October 2006, the mine plan was altered, and TMI continues to <br />place overburden spoil material from the K Pit into Horse Gulch Fill. <br />Reclamation at the Trapper Mine continues as the mining of pits progresses. On active mine <br />areas, backfill and grading, topsoil redistribution, seeding, and transplanting will continue. <br />II. SUMMARY OF THE BOND RELEASE PROCESS <br />History of Previous Bond Release Submittals <br />The Division approved a full release of reclamation liability for the Craig Generation Plant <br />Loadout in December 1985. That approval was for release of reclamation liability only. No <br />money was returned, that is, there was no reduction in the amount of actual bond monies held <br />by the Division. <br />Other bond release submittals (SL-O1 through SL-10) are summarized in Table 1, including a <br />history of liability reductions requested by TMI. None of the prior bond releases resulted in an <br />immediate change in the amount of actual bond monies held by the Division, but led to changes <br />in monies held during subsequent actions such as permit renewals. <br />Trapper Mine Page 3 January 2011 <br />SL-11 Phase I Bond Release
