e). Revegetation was undertaken for the mine during 2006 with successful establishment
of the perennial seed mix confirmed in 2008. Revegetation of the reclaimed sediment
control system was undertaken in April 2009. No revegetation occurred in 2010.
f). Permanent revegetation as described in the mining and reclamation plan has occurred
at the Carbon Junction Mine at all disturbed areas of the mine slated for revegetation.
Additional Information
The following CDRMS permitting actions or revisions were undertaken in 2010.
Phase III Bond Release Application (SL-04)
On July 30, 2008 an application for Phase III bond release was submitted to CDRMS.
This application seeks release for successful final reclamation at the North Pit, North Pit
Haul Road, Topsoil Stockpile #2, the Previously Reclaimed Spoils Area, South Pit Drill
Pad, Equipment Yard, Topsoil Stockpile #7, and ancillary areas at the mine under CRS
34-33-125(9)(c) and Rule 3.03.1(2)(c). The Division initially found the application
incomplete on September 26, 2008, and with the submittal of a certification statement,
found the application complete on October 10, 2008. CDRMS conducted the on-site bond
release inspection on October 29, 2008. The Division has expressed concerns that an
adequate demonstration that the post-mining land use of residential use has not been
implemented, while Oakridge Energy, Savage and Savage, and Goff Engineering and
Surveying contend that by platting and recording 35 acre parcels with the State of
Colorado and La Plata County the post-mining land use has been implemented. A final
decision by CDRMS is pending.
Technical Revision 16
On May 12, 2010 Techincal Revision 16 was submitted to the Division. This revision
sought the Division's concurrence for leaving Topsoil Stockpiles 4 and 7 in place as
configured. The topsoil contained in the stockpiles was not needed to complete the
required reclamation at the Carbon Junction Mine under the approved reclamation plan.
The Division approved Technical Revision 16 on June 14, 2010. Approval of the revision
removed the remaining reclamation obligations for the topsoil stockpiles and reduced the
disturbed area remaining within the coal permit area by 3.38 acres.
Disturbed Acreage
By the end of calendar year 2010, a total of 45.31 acres (100%) of disturbance attributable
to coal mining operations during the life of the mine was reclaimed to final configuration
or released from reclamation obligations (Techincal Revision 16). Previously, 14.31 acres
of mine disturbance was released (SL-02, Phase WM).
2010 Carbon Junction Mine Annual Reclamation Report Page 2
CORMS Permit C-92-080
