PERMIT #: M-1988-087 <br />INSPECTOR'S INITIALS: RCO <br />INSPECTION DATE: December 3, 2010 <br />OBSERVATIONS <br />This was a routine inspection performed by the Division as part of its monitoring of Construction Materials <br />110c permits. The site was not active and the operator was not present at the time of the inspection. The site <br />has been in final reclamation for several years. <br />Backfilling and Grading: <br />The pit has been shaped and graded to the slope gradient specified in its approved reclamation plan. The <br />stockpile and processing area has been cleaned up and no stockpiles or equipment remain there. All <br />earthwork is considered to be finished. <br />Complete Inspection: <br />There was no equipment, debris, contaminants, or other items noted at the site. <br />Financial Warranty: <br />No more mining is anticipated here, and the reclamation of the site appears to be nearly finished. Since the <br />only outstanding reclamation task is now weed control on a small portion of the site, the bond currently <br />posted is adequate, and does not need to be recalculated or increased. <br />Hydrologic Balance: <br />The pit floor is dry and does not exhibit any evidence of impoundment of precipitation or groundwater, or <br />leaching of salts. <br />Processing Waste: <br />A thin veneer of crushed gravel was observed in the western (unmined) portion of the site where the <br />stockpiles used to be. Adequate revegetation was growing through it, and the gravel does not need to be <br />removed. <br />Reclamation Success: <br />The pit is graded, all stockpiles of product are removed, and all areas appear to be topsoiled and adequately <br />vegetated (aside from the small remaining infestations of noxious weeds, described below). There are no <br />erosional features. <br />Revegetation: <br />Annual weeds have been minimized, and the seeded perennial species have filled in adequately in most areas. <br />There are still several small patches of Black henbane on the western side of the permitted area, near the <br />former stockpile area. The area of the three patches was estimated to be about 1400 sq ft in total. This plant <br />is a state-listed noxious weed that is required by law to be controlled; it has been previously documented at <br />the site. There is a weed control plan that was made part of the permit in 2006 under a technical revision. A <br />release request was denied in 2008 due to the presence of these noxious weeds. The existing patches are not <br />noted as a problem since there is a control plan, and since the weeds do not seem to be spreading. Please <br />make control of this noxious weed a priority at this site in 2011. The operator should be aware that the permit <br />will not be released until the patches are brought under better control and eliminated. Additionally, if this <br />weed is observed outside the permitted area in a future inspection, it may become a possible violation for <br />offsite damage. <br />Page 2 of 4
