PERMIT #: M-1977-568 <br />INSPECTOR'S INITIALS: RCO <br />INSPECTION DATE: December 3, 2010 <br />OBSERVATIONS <br />This was a routine inspection performed by the Division as part of its monitoring of 112c permits. The site was <br />not active and the operator was not present at the time of the inspection. <br />Acid And Toxic Materials: <br />There is a diesel fuel storage facility on the site, that has been improved to provide impermeable secondary <br />containment. It consists of an upright tank placed within a concrete pan of sufficient size to contain all spills. <br />Backfilling and Grading: <br />The pit walls have not been graded down to their reclamation gradient to any extent. The pit floor is level and <br />no material has been backfilled anywhere. <br />Gen. Compliance With Mine Plan: <br />The site contains an asphalt hot mix plant, which is allowed under the approved plan. The plan also includes <br />the need to strip and stockpile topsoil during mining, for later use in reclamation. A problem was noted in the <br />Division's 2006 inspection report, for failure to adequately salvage and protect topsoil. The operator must <br />ensure that as the pit expands that topsoil is stripped in advance of the pit excavation. <br />Processing Waste: <br />There are a couple piles of asphalt waste, amounting to several hundred tons. These will be ground and <br />recycled. Please ensure that other offsite-ge n e rated waste materials are not imported to the site without first <br />obtaining approval from this office by filing a Notice pursuant to Rule 3.1.5(9). <br />Reclamation Success: <br />There has been no reclamation grading, topsoil replacement or revegetation performed. <br />Topsoil: <br />Please ensure that topsoil is stripped ahead of mining, that it is stockpiled in a protected location and <br />vegetated to protect it from erosion. As this large operation expands, there may be areas become available <br />where recently-stripped topsoil may be directly placed for reclamation, bypassing the step of being in <br />stockpile.
