December 14, 2010 C-1981-033/Bear Mine <br />JJD <br />There were no issues with the two alluvial wells. The caps were on both well pipes. The riverside berm was in <br />place. <br />ROADS - Rule 4.03.E ? Construction 4.03.1(3)/4.03.2(3) ? ? Drainage 4.03.1(4)/4.03.2(4) ? ? Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6)? ?Reclamation 4.03.1(7)/4.03.2(7): <br />The paved entrance road was in good condition. The guard rail was up on the outside edge of the road. <br />There was no debris from the adjacent property that blocked the road. There were no access problems with the <br />bridge across the river. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />This inspection verified that the last of the structure removal for the Phase One Bond Release (SL-4) was <br />completed. The chain link fence next to the river had been removed, along with the fence posts and their concrete <br />footings. The barbed wire fence and posts also along the river had been removed. The entrance gate had also been <br />taken offsite. In addition, the telephone pole and telephone wire near the sediment pond had been taken down and <br />removed. However, at the request of the DMEA, the one power pole remains. Finally, the scattered mine debris <br />and the garbage also had been removed. <br />REVEGETATION -- Rule 4.15 ? 11 Vegetative Cover; Timing: <br />The revegetation cover on the reclaimed access road and the backfilled fan portal area was good. There <br />was a poor vegetative cover at the unstable west portal area on the hillside. The vegetative cover on the flat <br />facilities area was poor to moderate. There was a lot of cheat grass and bare zones in the flat facilities area. <br />The operator has been removing tamarisk at the mine site but tamarisk continues to grow in the area of the hillside <br />spring on the hillside:, along the water's edge in the hillside treatment pond and where the treatment pond <br />discharge goes to the river. The tamarisk needs to be removed. <br />SLIDES and DAMAGE - Rule 4.12: <br />The natural hillside slide adjacent to the west side of the mine site disturbed area continues to slowly come <br />down and may be the factor that is affecting the stability of the backfilled and graded west portal area. <br />SIGNS AND MARKERS - Rule 4.02: <br />The mine identification sign was on its post at the mine entrance at the top of the hill. The information on <br />the sign was the required mine information. Also on the post was the "records location' 'sign.
