August 23, 2004
Page 3 of 3 Pages

In order to characterize lower stream flows during irrigation season, sampling during the 3rd
calendar quarter should be done after July 15. The prevailing weather conditions (raining,
snowmelt, extended dry period, etc.) should be recorded in the sampling record.
We are assessing the need for sampling on Morgan Gulch just above the Yampa River
confluence.
Low -flow flumes installed in erodible alluvial, materials are subject to damage. FIumes integral
with weirs and crest gages, designed to pass the 100 -year, 24 -hour storm event, may be
appropriate. An alternative is to staff gage and flows through existing culverts and
under existing bridges.
3.3 Geochemistry.
The work plan proposes one hole in the initial .box -cut area. This may provide the information
for Colowyo to determine feasibility. To meet the State guidelines, however, your proposed total
geochemical baseline program (Phases 1, 2, and 3) should have a density of one hole per square
mile with a minimum of three drill holes.
( The parameter of swell should be added to Table 3.5.
That portion of the work plan that indicates sampling "should" or "may" be conducted in
accordance with State guidelines should be changed to read that the sampling "will" be
conducted in accordance with State guidelines.
We believe the meeting was most. beneficial. As. we discussed during the meeting, we look
forward to a joint reconnaissance of the area at earliest available time. Please call me if you
have any questions.
Yours truly,
Byron G.
