INTRODUCTION <br />Rio Blanco County has received a free use permit (#COC-74560) for a gravel pit that is <br />located on Bureau of Land Management (BLM) property and property owned by Richard <br />A. Bachmann, and is being proposed as the Bachmann Gravel Pit, for the purpose of <br />mining gravel. The gravel pit is an existing pit (Permit No. M-1980-112) that is being <br />expanded to the North and West to encompass a strip of BLM property and the access <br />road into the pit. The pit name is Bachmann Gravel Pit. The main entrance to the pit is <br />an existing access road that enters onto Rio Blanco County Road No. 8, which in turn, <br />enters onto Colorado State Highway No. 13 approximately 2 miles easterly of the Town <br />of Meeker. The existing access road has been upgraded and extended to the boundary of <br />the proposed gravel pit. The Bachmann Gravel Pit is located approximately 6.0 miles <br />easterly of the Town of Meeker. <br />The access road is shown on the attached map (Exhibit C) and is included in the <br />permitted area for the proposed pit. <br />The office, scales and parking area is located at the entrance of the mining area and <br />contains approximately 3.95 acres. The entire pit area is located on the top of a hill with a <br />slightly northwest facing slope. The proposed pit is located northeast of the White River <br />along the White River Drainage, approximately 610 feet easterly of Rio Blanco County <br />Road No. 8. <br />The construction and operation of the gravel pit will involve the use of dozers, loaders, <br />rock trucks, and other heavy equipment in order to remove topsoil, overburden and <br />gravel. Other equipment that will be located on site during portions of the year will <br />consist of crushers, screening plants, truck scale office, asphalt plant and concrete plant. <br />Operations are planned to start in the fall of 2010 and with an approximate 306,750 cubic <br />yards (500,000 tons) of gravel removed over approximately 10 years. This equates to <br />approximately 30,675 cubic yards (50,000 tons) removed per year. The life span of the <br />pit is approximately 10 years, with the mining operations completed in 2020, and <br />reclamation completed in 2021. <br />Page 13 of 66
