36 <br />Surface water <br />C <br />4.7.3 JBR study <br />This report is a summary of all jurisdictional waters in the Collom study area and is <br />composed of the following surveys: <br />• spring and seeps, <br />• wetlands and waters of the US, and <br />• riparian habitats. <br />The area covered by the JBR report includes Jubb Creek, Collom and Little Collom <br />Gulches, and the upper reaches of Straight Gulch. The portions of Straight and Morgan <br />Gulches adjacent and downstream of the proposed Collom Mine are not included within <br />the survey area. These areas will likely have to be surveyed prior to permitting. <br />The JBR survey identified jurisdictional waters that might be affected by mine operations <br />in the following areas: <br />• Collom Gulch from the south edge of the proposed mine to approximately <br />1,000 ft downstream of the junction with Little Collom Gulch. <br />• Little Collom Gulch from the headwaters to approximately 1,000 ft above <br />C before the confluence with Collom Gulch. <br />• East Fork of Jubb Creek from the southern edge of the proposed mine to <br />the confluence with West Jubb Creek. <br />• West Fork of Jubb Creek from the southern edge of the proposed mine to <br />the confluence with East Jubb Creek. <br />• Jubb Creek from the confluence of the East and West Forks of Jubb <br />Creeks to Moffat County Road 51. <br />4.8 Alluvial valley floors <br />4.8.1 General <br />Regulations reviewed to determine the status of alluvial valley floors (AVFs) included <br />Regulations of the Colorado Mined Land Reclamation Board for Coal Mining, effective <br />August 30, 1980, and revisions through June 26, 2002. The specific criteria are: <br />• Rule 2, Section 06.8, which lists the criteria the State will use to make <br />their AVF finding as well as permit requirements for operations on areas <br />or adjacent to areas which include an AVF; and <br />• Rule 4, Section 24, which lists the performance standards for operations <br />on or affecting an AVF. <br />2572 -R2 Colowyo Coal Company <br />Water Management Consultants <br />
