RULE 2 PERMITS
1 1/2 inch by 0 inch size. After secondary crushing, the coal is conveyed on a conveyor belt for discharge
through a stacking tube into the crushed coal stockpile. The coal is then fed by gravity directly into unit
trains which pass through a corrugated steel tunnel located beneath the crushed coal stockpile.
All the conveyors are completed with walkways on both sides of the belt and are enclosed to control
emissions. A bag house is installed at the secondary crusher building. Additional fugitive dust control
measures for the coal crushing handling, and loadout facilities are discussed in Volume 1, Section 2.05.6.
Drainage from the primary crusher will enter the active mining area. Drainage from the Gossard Loadout
passes through one of three sedimentation ponds located on the northeast side of the facility as shown on
the Hydrology - North Map (Map 11).
Explosives Storage Area
Details concerning the explosives storage facility are found in Exhibit 16 - Explosives Storage Facility,
and Map 22, Existing Structures South.
The existing storage facility is in compliance with all requirements of the Mine Safety and Health
Administration and Bureau of Alcohol, Tobacco, Firearms and explosives.
A Collom area explosives storage facility is also scheduled to be constructed on the perimeter of the Plant
Facilities area that will meet or exceed all MSHA and BATFE regulations.
Loadout
Colowyo's loadout, the Gossard Loadout, is located at the end of the Union Pacific rail line. The only
segment of the spur within the permit area is shown on Map 22A, Existing Structures North.
Power Lines
Because Colowyo utilizes many electric - powered mining machines, a network of electric power lines is
located in the permit area to supply electricity to the equipment. The location of the supporting power
lines within the Colowyo existing permit area is included in Volume 8, Map 22A. Proposed power lines
for the Collom permit expansion area are shown on the Structures and Facilities map (Map 22B). One
power line is planned to bring power to Collom area, as shown on Map 22B.
Electrical power lines located in the permit area will be constructed in accordance with requirement of
Section 4.18 to minimize potential electrical hazards to large raptors.
The major piece of equipment that will be powered by electricity in the Collom area is the shovel.
Therefore, during the life of the mine it is necessary to periodically move the existing power line loop to
accommodate the advancement of the pit.
Haul and Access Roads
A haul road will be constructed to facilitate mine traffic from the primary crusher to the Gossard load out
facility located northeast of the proposed pits. This approximate 6 mile long haul road will be constructed
to meet the specifications and standards set forth in Rule 4.03.1 (See Map 25E, Sheets 1 -9). The
proposed haul road will be constructed with a crown, and constructed upon the most stable available slope
to minimize erosion. Overall grade of the road will not exceed l OH: l V with a horizontal alignment
consistent with the existing topography. Ditches, erosion controls, and culverts will be used to minimize
Conoco - Rule 2, Page 92 Revision Date: 1/23/09
Revision No.: PR -03
