TRM installation will be in accordance with recommendations developed by the Erosion Control <br />Technical Council (ECTC, 2006) or the individual manufacturer's recommendations. <br />General installation steps are as follows: <br />1. Prepare a stable and firm soil surface free of large rocks and other obstructions. Apply <br />appropriate seed mixture. <br />2. Install TRM after application of seed, mulches (if applicable) and other soil amendments, <br />unless soil in- filling is required. If soil in- filling is needed, install TRM, apply seed and other <br />amendments and brush or rake topsoil into TRM matrix. <br />3. Anchor top of blanket at end of channel section using trench and /or staples /stakes. <br />4. Unroll center blanket in direction of water flow on bottom of channel. Securely fasten blanket <br />to soil surface with staples /stakes in accordance with manufacturer's staple pattern guide. If <br />available, use colored dot pattern corresponding to the manufacturer's recommended staple <br />pattern. In applicable, overlap adjacent blankets and staple. <br />5. Anchor full - length margin of blankets at top of side slopes with a row of staples /stakes. <br />Backfill soil material over final 12- inches of blanket margin and compact. <br />In order to stabilize watersheds and associated post mine channels, runoff control structures may be <br />constructed. Snowmelt and sudden, intense summer thunderstorms produce runoff in excess of the <br />normal anticipated volumes. To stabilize the channels these extra - ordinary flows can be controlled <br />with various measures including runoff control structures built in the watersheds. These structures <br />will be constructed as needed to promote stabilization of the area. Figure 20 -2, Typical Runoff <br />Control Structure, shows a generalized configuration of the structures that could be placed along the <br />postmining channels when problem areas are encountered and are located up- gradient of existing <br />sediment ponds with approved CPDS permits. These structures will be field located and constructed <br />• as needed and will not impound water. A slope stability analysis is included as Attachment 20 -3. <br />Permanent Structures <br />SCC will apply for release of the reclamation bond held by the Colorado Division of Reclamation, Mining <br />and Safety (CDRMS). Per the guideline pursuant to Rule 1.15.4, Guideline Regarding Selected Coal Mine <br />Bond Release Issues,(CDMG, 1995), states.... `When Phase I bond release is requested, the release will apply only to <br />those areas where backfilling andgrading are completed Backfilling andgrading are considered completed upon the achievement <br />offinal post -mine to in accordance with the permit, including establishment of the approved permanent drainage system. <br />Areas which do not qualify for bond release include long-term facilities such as sedimentponds, buildings, roads and other areas <br />which will receive continued use in accordance with the approved plan. " <br />SCC proposes to leave various structures as permanent features within the reclaimed area at the time of bond <br />release. These proposed structures are located on Exhibit 20 -2, Post Mine Topography and Drainage. The <br />retention of the structures has been requested by the current landowners. The landowner request letters are <br />contained in Appendix 20 -2.1, Surface Owner Request to Retain Permanent Features and Structures. The <br />retention of these structures will enhance the current postmine land use and landowner land use in the future. <br />The following discussions present the rationale, justification and /or documentation for retention of these <br />features. In some instances, the structure has already been approved as a permanent feature; in other cases <br />approvals are still required In all cases, SCC has or will submit the required information for approval prior to <br />applying for bond release of an area containing a proposed permanent structure. <br />The features and structures to be left permanent include the following. <br />• Access roads <br />• Light use roads <br />• Shop and Storage Area <br />TR -68 18 Revised 05/10 <br />
