• Coal Carriers Access Road <br />SCC, and the postmining landowners, have determined the access roads will increase the utilization • <br />of the reclaimed and surrounding areas. When an access road is no longer needed for operations, SCC <br />proposes the following: <br />a. The top road surface will be narrowed to 20 feet <br />b. The road surfacing material from the narrowing of the section will be placed on the remaining <br />road width <br />c. Slopes flatter than 3H:1 V will be retopsoiled <br />d. All areas redisturbed by road narrowing activities will be reseeded to the edge of the road <br />surface <br />Light-Use Roads There were slightly over 3 miles of operational light-use roads at the Seneca II-W Mine. <br />This is a conservative estimate, because as shown on Exhibit 12-2, the light-use roads extend from the <br />topsoil stockpiles to the mining limit or to the nearest haul road rather than to the approved disturbance <br />boundary. These roads are or will only be used on an intermittent basis for purposes other than <br />transportation of coal including, but not limited to, roads used for monitoring and periodic maintenance of <br />monitoring facilities and reclamation areas, access for scrapers fo and from topsoil stockpiles, or other <br />occasional use. <br />General Requirements. SCC will construct, maintain and reclaim light-use roads to minimize erosion and i <br />siltation, air and water pollution and damage to public and private property. To the exfent possible, using fhe <br />best technology currently available, light-use roads will not cause damage to fish, wildlife, or related <br />environmental values and will not cause additional contributions of suspended solids to streamflow or fo <br />runoff outside the permit area. Any such contribution shall not be in excess of limitations of State or Federal <br />law. The locations of existing lighf-use proposed toads are shown on Exhibit 12-2. Atypical cross section is <br />shown on Figure 13-6. <br />Location. SCC will locate light-use roads on ridges or on a stable slope in order to minimize erosion. No <br />light-use road will be located in the channel of an ephemera! stream where the upstream watershed is larger <br />than one square mile or in intermittent or perennial streams unless specifically approved by the Division. <br />Stream fords of an ephemeral stream when the upstream watershed is larger than one square mile and <br />intermittent or perennial stream will be approved by the Division before construction proceeds. All other <br />stream crossings will consist of culverts in flowing streams, consistently wet areas, and in ephemeral <br />channels as necessary to allow pas sage and to minimize disturbance of the hydrologic balance. Light-use <br />roads planned to be used for a period of less than six months will utilize temporary culverts, where required, <br />designed to safely pass the 1-year, 6-hour precipitation event. Light-use roads planned to be used for a <br />period of more than six months will utilize culverts designed to safely pass the 10-year, 24-hour precipitation <br />event (see Table 13-5). Attachment 13-g, Generic Culvert Calculations -Light-Use Roads, provides <br />calculations for generic culvert sizes for light-use roads.
