• Oil Well Access Road -also part of Routt County Road 53C that begins near the north end of <br />Haul Road A and extends 1,743 feet to an active oil well site (0.3 miles) <br />• Ridgeline Access Road - a proposed permanent postmining road that connects Road G with Road <br />H (2.5 miles) <br />• Coal Carrier Access Road - a proposed permanent postmining road to service the coal carriers <br />shop (0.1 miles) (The Coal Carrier Access Road location is shown of Exhibit 13.11-7) <br />As allowed by Rule 4.03.2(f)(ii), SCC is providing the following "relevant showing" statement in lieu of <br />certification for the design and construction of the Coal Carrier Access Road. This road was constructed <br />prior to August 1, 1995, and is located near the eastern end of the Tie-Across Haul Road in NW/4 SE/4 <br />Section 17, Range 6 North, Township 67 West. As required by Rule 4.03.2(1) this access road was <br />constructed during the same time frame and presumably to the same standards and construction methods <br />as were previously approved for the Tie-Across Haul Road. Over the past 12+ years this access road has <br />had the same type of care and maintenance that is conducted on the Tie-Across Haul Road. Exhibit <br />13.11.7A, Coal Carrier Access Road, presents a plan view and cross-section of the road as it exists. The <br />existing road is of adequate width for the intended use, the road has an adequate gravel surface, the ditches <br />are open and functioning as intended, and the road surface is maintained by motor grader and water on an <br />as-needed basis. As such, SCC believes that the requirements of Rules 4.03.2(2), (3), (4), (5) and (6) have <br />also been met to the extent that compliance with requirements can be observed and evaluated. <br />General Requirements. SCC will construct, maintain and reclaim access roads to minimize erosion and <br />siltation, air and water pollution and damage to public and private property. To the extent possible, using the <br />best technology currently available, access roads will not cause damage to fish, wildlife, or related <br />environmental values and will not cause additional contributions of suspended solids to streamflow or to <br />runoff outside the permit area. Any such contribution shall not be in excess of limitations of State or Federal <br />law. The locations of access roads are shown on Exhibit 12-2 (with the exception of the Coal Carrier <br />Access Road, which is shown on 13-11.7) and a typical cross section is shown on Figure 13-5, Typical <br />Access Road CrossSection. <br />The access roads at the mine site will be designed with appropriate ditches, grades, and culverts to control <br />erosion and runoff. All access roads will be constructed basically "on-grade" and the location will be partially <br />limited by the grades of the existing or postmining areas. Stream fords will not be used during construction <br />of roads unless approval is first obtained from the regulatory authority. <br />Location. SCC will locate access roads on ridges or on a stable slope in order to minimize erosion. No part <br />of any access road will be located in the channel of an ephemeral stream where the upstream watershed is <br />larger than one square mile or in intermittent or perennial streams unless specifically approved by the <br />Division. Stream fords of ephemeral streams when the upstream watershed is larger than one square mile <br />and intermittent or perennial stream will be approved by the Division before construction proceeds. All other <br />stream crossings will consist of culverts in flowing streams, consistently wet areas, and in ephemeral <br />PR-05 30 Revised 01/06 <br />
