projected final grading limits far the postmining areas. All truck traffic will be routed to enter the pits at an <br />upper elevation and leave the pits at a lower elevation. Most of the haulage roads will be built prior to the <br />time mining commences and they will be reclaimed as the roads are mined out or are no longer needed. <br />Some of the haulage roads will be extended through the spoil and road construction will progress with the <br />mining activity. Final reclamation of these roads will occur at the end of the life of the mine. <br />Haul roads beyond the limit of mining will be located on ridges or on the most stable available slopes to <br />minimize erosion. No haul road will be located in the channel of an ephemeral stream which has a <br />watershed of at least one square mile, on intermittent or perennial stream unless specifically approved by <br />the Division. All stream crossings will be made using culverts. Haul roads will be located and designed to <br />minimize downstream sedimentation and flooding. <br />Stream Buffer Zones. The stream buffer zone along a portion of Sage Creek (land within 100 feet of a <br />perennial stream or stream with a biological community as defined by Section 4.05.18(3) of the CDMG <br />regulations) will be affected by disturbance activities within the TAHR permit area. The design plans for the <br />haul road were developed so that there will be no disturbance to the main channel of Sage Creek. <br />Disturbances within 100 feet of Sage Creek were limited and consisted of activities directly related to the <br />construction of the haul road embankment. <br />The portion of the TAHR that encroaches within 100 feet of Sage Creek is located near the intersection with <br />County Road 518, west of the three existing culverts through which Sage Creek flows. The toe of the haul <br />road embankment and associated topsail removal area will be approximately 50 feet west of the closest <br />culvert. <br />The original road location was approximately 350 feet to the west of the culverts. Due to concerns raised by <br />the County government regarding sight distance, school bus traffic, powerlines, and multiple intersections, <br />the road was moved closer to the Sage Creek culverts. <br />The haul road ditches are designed to handle the runoff from a 10-year, 24-hour storm event and should <br />preclude the potential of any water quality degradation in Sage Creek as a result of these associated <br />disturbances within the buffer zone. Because the anticipated operations will not result in disturbance of the <br />main channel, there should be no impact to the quantity of streamflow in Sage Creek from the buffer zone <br />disturbance. <br />After mining and related activities, the following reclamation plan for the area will be implemented to help <br />insure the reestablishment of meadow type vegetation that would be similar to grassland meadow vegetation <br />in the area and which will also stabilize the reclaimed landscape and provide utility to livestock and wildlife. <br />The areas within the buffer zone that may potentially be affected are dominated by weedy species resulting. . <br />from the Sage Creek flood in 1985, though some seeded pasture species also occur (see Tab 10).
