Please see <br />the problem description on page 1 of this report. <br />(SW) Storm Water Management Plan: <br />Narrative: The site is level, and drainage does not appear to leave the site. <br />(TS) Topsoil: <br />Narrative: The general area where this permit is located contains a layer of natural topsoil, and it must be presumed that <br />the operator stripped topsoil prior to disturbing the ponds and processing areas. Some of the older stockpiles of soil-like <br />materials were infested with knapweed. It is not clear if this was all of this permit's stockpiled topsoil. The onsite <br />representative for the operator stated during this inspection that the large stockpile of reject material generated by recent <br />crushing operations was to be used as a growth medium. The upcoming application for changing permit must address the <br />issue of topsoil salvage and protection, and if the reject material is to be used as a growth medium, how it will be proven <br />to perform adequately. Presently it appears that the topsoil stockpiled onsite is insufficient to replace a six-inch layer on <br />the disturbed acreage, as required under the approved reclamation plan. The majority of the required topsoil will have to <br />hauled to the site from other sources.
