Compliance With Mine Plan N -Support Facilities Not On-site <br /> R -Other N - Special Categories Of Mining <br /> N -Processing Waste N -Topsoil <br /> COMMENTS <br /> This was a partial inspection of the Seneca II-W Mine conducted by Jim Stark of the Colorado Division of <br /> Reclamation,Mining and Safety. No representative from SCC accompanied me on this inspection. The mine has <br /> been reclaimed(and is no longer actively producing or shipping coal). The Division is currently reviewing a <br /> Partial Phase I Bond Release(SL-03) for the site. The weather was cool and overcast and the ground was covered <br /> with snow. <br /> BACKFILL and GRADING—Rule 4.14 Contemporaneous Reclamation 4.14.1;Approximate Original Contour <br /> 4.14.2;Highwall Elimination 4.14.1(2)(f); Steep Slopes 4.14.2,4.27; Handling of Acid and Toxic Materials <br /> 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br /> -The site was inaccessible at the time of the inspection due to snow. The PM-2 post-mining drainage channel area <br /> (the Pond 016 drainage basin)was,however,visible from the end of the plowed road at the shop area. The slopes <br /> were covered with snow but appeared to be stable. A portion of the reclaimed slopes in the Pond 006 drainage <br /> basin area were also visible from just above(east of)Pond 006. These slopes also appeared to be stable at the time <br /> of the inspection. <br /> HYDROLOGIC BALANCE -Rule 4.05 Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5, <br /> 4.05.6; Discharge Structures 4.05.7,4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br /> Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage—Acid and Toxic Materials 4.05.8; <br /> Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> -Pond 006 was the only pond accessible at the time of the inspection. The pond contained water to the top of the <br /> discharge pipe and was discharging at the time of the inspection. The discharge appeared to be clear. The pond <br /> embankment was covered with some snow but appeared to be stable.
