Compliance With Mine Plan N -Support Facilities Not On-site <br /> R -Other N -Special Categories Of Mining <br /> N -Processing Waste N -Topsoil <br /> COMMENTS <br /> This was a partial inspection of the Yoast Mine conducted by Jim Stark of the Colorado Division of Reclamation, <br /> Mining and Safety. No representative from SCC accompanied me on this inspection. The mine has been <br /> reclaimed(and is no longer actively producing or shipping coal). The weather was cool and overcast and the <br /> ground was covered with snow. <br /> BACKFILL and GRADING—Rule 4.14 Contemporaneous Reclamation 4.14.1; Approximate Original Contour <br /> 4.14.2; Highwall Elimination 4.14.1(2)(f); Steep Slopes 4.14.2,4.27; Handling of Acid and Toxic Materials <br /> 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br /> -Most of the mine areas were inaccessible at the time of the inspection due to snow cover. The Scraper Pit was <br /> observed from Pond 013. The reclaimed pit areas were covered with snow but appeared to remain stable at the <br /> time of the inspection. The North Valora Pit area was also observed from Pond 012. The reclaimed North Valora <br /> Pit areas were also covered with snow at the time of the inspection but appeared to be stable. <br /> HYDROLOGIC BALANCE -Rule 4.05 Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5, <br /> 4.05.6; Discharge Structures 4.05.7,4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br /> Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage—Acid and Toxic Materials 4.05.8; <br /> Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> -Pond 013 was accessible from Routt County Road 37. The pond contained water approximately two feet below <br /> the top of the riser pipe and was not discharging at the time of the inspection. The top of the pond was frozen. <br /> The pond embankment was covered with snow but it appeared to be stable. No erosional problems were noted. <br /> -Pond 012 was accessible from Routt County Road 37. The pond contained water approximately two feet below <br /> the top of the riser pipe and was discharging through the weep hole at the time of the inspection. The discharge <br /> looked clear. The top of the pond was frozen. The pond embankment was covered with snow but it appeared to <br /> be stable.
