Mr. David Bird <br />December 15, 2010 <br />Page Two of Five <br />The Applicant responded as follows: <br />The Applicant has been monitoring four (4) ground water monitoring wells <br />adjacent to the west side of Brighton Road on a monthly basis for the past four <br />(4) years. (Now going on six years) <br />The Site Plan/Pre-Mining (Exhibit C-2) shows the location of the Applicants 4 <br />ground water monitoring wells. <br />The few alluvial wells that could possibly be affected by mining are located east <br />of Brighton Road are on the Petrocco Farms property. The Petrocco wells are <br />used to irrigate vegetables grown on the farm during spring and summer <br />months. <br />Mining of the proposed 52 acre expansion area, located west of Brighton Road <br />and east of the McCann Ditch will begin by mining a 100 ft wide strip in 600 <br />foot long sections along Brighton Road (Phase 12). This will be done outside a <br />50 ft geotechnical setback along the road. right-of-way to prevent slope stability <br />impacts to the road right-of-way and parallel subsurface utilities. Phase 12 <br />mining will begin in late fall and be completed during the following winter <br />months. Mining will begin at the south end of the phase and move northerly <br />along the 50 foot setback limit in 600 foot increments. As soon as the operator <br />has excavated the south end of Phase 12 the operator will begin placing <br />compacted backfill adjacent to the 50 foot setback from the Brighton Road <br />right-of-way. Backfilling will occur concurrently with mining by using the <br />overburden removed from the area of active mining and using it to backfill the <br />mined area. All mining and backfilling done in this manner will be completed <br />by the end of the winter. The goal is to mine and backfill phase 12 as soon as <br />possible in order to establish a low permeability ground water barrier that will <br />minimize drawdown impacts on domestic and irrigation wells across Brighton <br />Road to the east. <br />Portions of Phases 13, 14, 16 and 17 may have to be similarly mined and <br />backfilled to extend the currently planned Phase 12 ground water barrier <br />depending upon the results of ground water monitoring following mining of <br />Phase 12. <br />In order to protect Petrocco Farms from temporary ground water impacts due to <br />mining, RMCC and Petrocco developed the following Mitigation Plan: <br />In 2007 RMCC installed two 10" HDPE (SDR-26) water lines under Brighton <br />Road in order to be able to pump water to Petrocco if needed. The two lines are <br />located in the southeast corner of Phase 12;
