Cramer, Johanna
From: Bowles, Brock
Sent: Monday, December 13, 2010 12:34 PM
To: Cramer, Johanna; Hernandez, Alysha
Subject: FW: Yoast Mine RN -3
r
E
From: Bowles, Brock
Sent: Monday, December 13, 2010 12:31 PM
To: Burgmaier, Susan
Cc: Brown, Sandy
Subject: Yoast Mine RN -3
Re: Yoast Mine Permit No. C- 1994 -082
Permit Renewal (RN -03) — Revegetation Success Demonstration Clarifications
Hi Susan,
In regards to the response letter to Dan Mathews from Roy Karo of the Seneca Coal Company dated Nov 2, 2010, the
revisions have been incorporated as follows:
1. Dan asked that the minor community (steep mountain brush) be removed for consistency with other portions of
the section and to revise the formula.
Roy included the minor community with the justification that it is an important component of the premine
vegetation and made the necessary changes for consistent language. Dan also asked that the formula be revised
to include the premine disturbed area acreage for each of the three primary community types in the numerator,
with the combined acreage for the three primary types in the denominator. I am unclear as to what Dan was
asking for in the formulas because the formula in question is a multiplication formula that does not have
numerators and denominators which are components of fractions (or division).
2. Dan asked that the narrative be revised to confirm that each of the reference area community types would be
sampled to statistical adequacy as specified in rule 4.15.11.
Roy made the appropriate changes to include references to minimum sample sizes outlined in rule 4.15.11.
3. Dan asked that the wording be changed in "Alternate Test B- Total Species Density Test" from "mean reference
area species density' and "standard deviation" to "area weighted mean reference area species density' and
"area weighted reference area species density standard deviation" to reflect that the reclaimed block is being
compared to a weighted average standard derived from multiple reference area community types.
Roy made the appropriate changes Test B.
