B <br />Grand Junction, CO 81501-8168 <br />Contact: Tonya Hammond <br />970-245-4101 <br />Snowcap Coal Company is nominated for permitting and implementing an alternative land use <br />reclamation plan at the Roadside Mine unit train loadout facility. Snowcap's alternative land use <br />allowed for the retention and future use of 9000 feet of rail spur, the use of the reclaim tunnel for <br />storage, continued use of two concrete foundations for new buildings and the existing roads. It <br />also allowed for construction a new bridge over Coal Creek, a new access road, construction of a <br />multi-million dollar frac sand plant, additional railroad siding, storage facility, and a new septic <br />disposal system. <br />Working closely with the new owners, Halliburton Energy Services, Mesa County, and other <br />permitting authorities, Snowcap successfully planned and permitted the alternative land use. <br />Halliburton has now completed construction of the new facilities and is currently using the site to <br />serve customers in Colorado and throughout the Western United States. <br />Snowcap Coal Company is commended for the successful planning, permitting, coordination, <br />and implementation of a former coal mining load out site to an industrial/commercial post <br />mining land use. <br />Excellence in Small Area Exemption Management <br />Blue Mountain Energy, Inc. <br />Deserado Mine <br />3607 CR 65 <br />Rangely, Colorado 81648 <br />Contact: Scott Wandstat <br />Blue Mountain Energy, Inc. operates the Deserado Mine, an underground coal mine in Rio <br />Blanco County. MSHA regulations require extensive monitoring, management and control of <br />mine gasses to protect the safety of the miners. At the Deserado Mine there is an extensive <br />layout of degas boreholes, nitrogen injection and monitoring holes, ventilation shafts and other <br />facilities to comply with the safety regulations. In total, the Deserado Mine currently has 248 <br />SAES, 198 are drill sites, 33 are soil pile storage for final reclamation, and 17 for other similar <br />support facilities. Sediment control on these localized disturbances is requires using alternative <br />methods for small area exemptions, or SAE'S.
