Introduction <br />This document is the decision package prepared by the Colorado Division of Reclamation, <br />Mining and Safety (Division) for the Yoast Mine Permit Renewal No. 3. This document <br />includes: 1) the proposed decision to approve the permit renewal application; 2) a summary <br />which includes a history of the review of the permit application, a description of the environment <br />affected by the operation and a description of the mining and reclamation plan; and 3) the written <br />findings of compliance the Division has made as required by the Colorado Surface Coal Mining <br />Reclamation Act. Detailed information concerning the findings of compliance can be found in <br />the Regulations of the Colorado Mined Land Reclamation Board for Coal Mining. <br />The Division has received an application for a successive five year renewal of Permit No. C-94- <br />082 to conduct surface coal mining and reclamation operations at the Yoast Mine. The <br />application was submitted by Seneca Coal Company (SCC), and the mine will be operated by <br />SCC. The mine is located on Federal, State and privately owned lands within Routt County, <br />Colorado. The legal description of the lands included within the permit area is: <br />Township 6 North, Range 87 West of the 6th Principal Meridian <br />Section 28: Portions of NW/4, NW/4 SW/4, SW/4 NE/4 <br />Section 29: Portions of SEA <br />Section 32: Portions of NW/4 NE/4, W/2 E/2 <br />Township 5 North, Range 87 West of the 6th Principal Meridian <br />Section 5: Portions of W/2 E/2 <br />Section 8: NW/4, SW/4, W/2NE/4, W/2 SE/4 <br />Section 16: SW/4 NW/4, NW/4 SW/4, and portions of SW/4 SW/4, NW/4 <br /> NW/4, SEA NW/4, NE/4 SW/4, SW/4 SEA <br />Section 17: All <br />Section 18: NE/4 SEA, S/2 SEA <br />Section 19: E/2 and portions of E/2 W/2 <br />Section 20: SW/4 NW/4, N/2 NW/4, W/2 SW/4, and portions of N/2 NE/4 <br />Section 29: NW/4 NW/4 <br />Section 30: S/2 NW/4 <br />The permit area encompasses 2318.3 acres, of which 1019.0 acres were approved to be disturbed <br />by surface operations (actual disturbance to date is 848.6 acres). Ownership of the surface by <br />private, Federal and State interests is 1,979.0, 280.6, and 58.7 acres, respectively. <br />Yoast Mine 1 December 15, 2010
