Introduction <br />This document is the decision package prepared by the Colorado Division of Reclamation, <br />Mining and Safety (the Division) for the Seneca II Mine Permit Revision No. 2. This <br />document includes: 1) the proposed decision to approve the permit revision application; 2) a <br />summary which includes a history of the review of the permit application, a description of the <br />environment affected by the operation and a description of the mining and reclamation plan; <br />and 3) the written findings of compliance the Division has made as required by the Colorado <br />Surface Coal Mining Reclamation Act. Detailed information concerning the findings of <br />compliance can be found in the Regulations of the Colorado Mined Land Reclamation Board <br />for Coal Mining. <br />The Division has received an application for Permit Revision No. 2 of Permit No. C-80-005 <br />to conduct surface coal mining and reclamation operations at the Seneca H Mine. The <br />application was submitted by Seneca Coal Company (SCC), and the mine will be operated by <br />SCC. The revision proposes to reduce the permitted area, removing areas currently permitted <br />with the Sage Creek Mine (C-2009-087) so that the permit areas will no longer overlap. <br />Surface lands and mineral rights within the proposed permit area are owned by the State of <br />Colorado. The permit area is in Routt County, Colorado, in lands included within: <br />Township 5 North Range 87 West of the 6th Principal Meridian: <br />Section 1: SE 1/ , Portions of NE 1A NE'/4 SW 1/a and S'h NE 1/a <br />Section 12: Portions of NE1/a and E1hNW 1/ <br />Township 5 North Range 86 West of the 6th Principal Meridian: <br />Section 6: WI/2W 1/2SW 1/a <br />Section 7: W 1/2 NW 1/4 NW 1/4, N 1/2 SW 1/4 NW 1/4 <br />The permit area encompasses 386.5 acres, of which approximately 266.7 acres have been <br />disturbed by surface operations. <br />1
