All ponds were frozen at the surface and snow-covered with the exception of the 6NM,T, and C,which <br /> were dry and snow-covered,and the Pit pond and the Fish Creek Borehole which were holding water. <br /> The pond embankments appeared stable and in compliance with no problems noted. There did not appear to be <br /> any signs of substantial run-off to the ponds or throughout the site displayed in the aerial photographs. <br /> OTHER(SPECIFY): <br /> This was an aerial inspection flown by Harry Ranney of the Colorado Division of Reclamation,Mining and Safety <br /> (Division). Oblique aerial photographs were taken on December 13, 2010 and reviewed in the office by Jason <br /> Musick of the Division on December 16, 2010. The site was snow covered with no coal being loaded during the <br /> aerial inspection. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11❑❑Drainage Control; Surface <br /> Stabilization; Placement: <br /> Refuse material continues to be placed in the area of the RDA expansion. This material is being placed at the toe <br /> of the completed portion of the core drain. No problems were noted. <br /> ROADS—Rule 4.03❑❑Construction 4.03.1(3)/4.03.2(3)❑❑Drainage 4.03.1(4)/4.03.2(4)❑❑Surfacing and <br /> Maintenance4.03.1(5)and(6)/4.03.2(5)and(6)❑❑Reclamation 4.03.1(7)/4.03.2(7): <br /> The RDA Expansion haul road appeared to be stable with no problems noted in the aerial photographs.
