Ponds also appears incorrect. Please review Table 4 information specific to the "sediment
loading" section and correct as necessary.
Response: This response will be provided upon finalization of the hydrologic design.
Rule 4.09.2 - Excess Spoil
16. Response Partially Accepted. Colowyo has corrected the volumes for the East Taylor
and West Taylor Fills, as requested. Colowyo has provided a revised page South
Taylor/Lower Wilson-Rule 4, Page 20, which details the fill volumes. The Division has
corrections that need to be made on the revised page South Taylor/Lower Wilson-Rule 4,
Page 20. The following items will need to be corrected under Section 4.09 - Disposal of
Excess Spoil:
a. On the third line of the first paragraph Colowyo states that "...East and West Taylor
Fills and the temporary fill will remain at the conclusion of the project...". The temporary
fill material will not remain, as it will be used to backfill the South Taylor Pit. Please
remove the text that states "and the temporary fills".
Response: This text change has been incorporated to Section 4.09- Disposal of Excess Spoil.
b. On the fourth line of the second paragraph Colowyo states that the West Taylor Fill
will contain approximately 9.1 million yards of temporary spoil. The chart for question 16
in the responses states that the temporary fill will contain 9,173,000 yards. This volume
rounds to 9.2 million cubic yards. Please correct the volume for the West Taylor Fill
temporary spoil pile to 9.2 million cubic yards.
Response: The text in this section has been changes to reflect the updated temporary and
permanent volumes. These volumes have been recalculated with this latest submittal
of TR-81.
c. On the fifth line of the second paragraph Colowyo states that there will be "...26
million yards of out-of-pit spoil." Please add the word "permanent" ("...26 million yards of
permanent out-of-pit spoil.") to differentiate between temporary and permanent spoil.
Response: This text change has been incorporated to Section 4.09- Disposal of Excess Spoil.
d. In the preliminary adequacy review letter the Division requested that Colowyo
include a chart of both the permanent and temporary spoil that will be associated with
each fill. Colowyo has not included this chart on revised page South Taylor/Lower
Wilson-Rule 4, Page 20. Please include a chart that shows both the temporary and
permanent spoil in the East Taylor and West Taylor Fills on page South Taylor/Lower
Wilson-Rule 4, Page 20.
Response: A table has been added to this page to clarify the temporary and permanent volumes
in each of these two fills.
17. Response Accepted. The chart of permanent spoil matches the text on revised page
South Taylor/Lower Wilson-Rule 4, Page 20. The Division has requested several changes
and additions to the text, which are detailed in question 16 above.
