Slope rations have been added to the map as requested. <br />b. Response Accepted. An east-west cross-section line has been added to the map as <br />requested. <br />c. Anticipated and completed highwall mining lines have been added to the cross <br />sections, with explanatory notes as necessary. However, the zones are not depicted in <br />plan view, as Colowyo states. Please add zones of anticipated and completed highwall <br />mining to the Plan View. <br />d. Response Accepted. The South Taylor Pit Shell Outline line has been added to the <br />map's legend as requested. <br />e. Response Accepted. The color of the South Taylor Fill Design has been modified as <br />requested. <br />Response: The zones of anticipated and completed highwall mining have been added to the plan <br />view on Map 45. <br />Rule 3.02.2 - Determination of Bond Amount <br />9. Based on the materials provided in response to the Division's preliminary adequacy <br />review letter, the Division generally agrees with Colowyo's revised mine plan and post- <br />mining topography (pending resolution of the remaining adequacy questions). At this time, <br />Colowyo should prepare and submit a revised reclamation cost estimate for the entire mine <br />site as part of the TR-81 review. <br />Colowyo did submit an updated reclamation cost estimate with the submittal of Technical <br />Revision 85, which was deemed incomplete on 2 March 2010. The Division requests that <br />Colowyo include a revised cost estimate as a part of the Technical Revision 81 review. No <br />proposed changes will be approved without a revised reclamation cost estimate. The <br />changes proposed in Technical Revision 85 will be included in Technical Revision 81, <br />therefore the Division recommends that Colowyo withdraw Technical Revision 85. <br />Rule 4.05.4 - Stream Channel Reconstruction <br />10. Response Accepted. Colowyo has provided SEDCAD modeling and design <br />information for the permanent ditches at the East Taylor and West Taylor Fills as requested. <br />11. Response Accepted. Colowyo has extended the ditches as necessary. <br />12. Response Partially Accepted. Colowyo has provided designs information for terrace <br />ditches, which will be used in the post-mining topography in the South Taylor Pit and <br />surrounding area. The terrace ditch designs provided show a triangular or "V" ditch design. <br />The Division prefers the use of a more asymmetric terrace ditch design similar to the ones <br />used in the Colowyo 2009 East Pit and West Pit reclamation.
