Response: The requested changes to Rule 4, Page 30 have been made to note elimination of the <br />steep slope mining conditions at Colowyo. References to the changes made in TR-81 <br />have been added to this section to ensure clarity of the permit text. <br />b. On the second line of the paragraph that continues over to page South Taylor/Lower <br />Wilson - Rule 4, Page 31 Colowyo states "...it is necessary to extend their toes about <br />600 to 900 feet to the north, respectively..." There are two problems with this sentence. <br />First, the fills are not mentioned by name in this paragraph so using the term <br />"respectively" does not mean anything. Second, when Colowyo states "600 to 900 feet" it <br />appears as though Colowyo is giving a possible range for the extension of the toes of the <br />fills, which is not the case. Colowyo is proposing to extend each fill a certain, defined <br />length. Please correct the second sentence in the first paragraph of page South <br />Taylor/Lower Wilson - Rule 4, Page 31to include referring to each of the fills by name <br />(the East Taylor and West Taylor Fills). Please also correct the language discussing the <br />length each of the toes of the fills will be extended to make it clear. <br />Response: This section has been updated to reflect the specific fill names, as well as their <br />respective toe lengths. <br />C. In the third paragraph on page South Taylor/Lower Wilson - Rule 4, Page <br />31 Colowyo discusses decreasing the gradients of slopes as a result of the variance from <br />AOC and the effect this will have on the hydrology of the reclaimed South Taylor Pit. <br />Since Colowyo no longer needs a variance from AOC for steep slope mining, Colowyo <br />will need to revise this paragraph. Please revise the third paragraph on page South <br />Taylor/Lower Wilson - Rule 4, Page 31to eliminate references to a variance from AOC for <br />steep slope mining in the South Taylor Pit. <br />Response: All references to a variance from AOC for steep slope mining in the South Taylor Pit <br />have been removed from this section. <br />d. In the first sentence on the top of page South Taylor/Lower Wilson - Rule 4, Page <br />32 Colowyo references the Streeter Fill, West Pit Fill and Section 16 Fill. These fills are <br />not relevant to the South Taylor Pit and the correct fill references should be included here <br />(the West Taylor and East Taylor Fills). Please correct the language in the first sentence <br />on the top of page South Taylor/Lower Wilson - Rule 4, Page 32 to eliminate the <br />erroneous reference to the Streeter, West Pit and Section 16 Fills. Please include the <br />correct reference to the West Taylor and East Taylor Fills. <br />Response: The fill references have been corrected to reflect the West and East Taylor Fills. <br />e. The bottom of page South Taylor/Lower Wilson - Rule 4, Page 32 contains the <br />statement "END OF PERMIT REVISION APPLICATION PR-02". Please remove this <br />statement. <br />Response: This statement has been removed from Rule 4- Page 32. <br />45. On page South Taylor/Lower Wilson - Rule 2, Page 104 (under Rule 2.05.4(2)(c)), <br />Colowyo discusses the mining sequence in the South Taylor Pit.
