B. Access Roads <br />There are three approved access roads in the Seneca II-W permit area, Coal Carrier's <br />Access Road, Oil Well Access Road, and Ridgeline Access Road. The Coal Carrier's <br />Access Road is approximately 0.1 mile of existing access road used on a frequent basis <br />to service the shop facilities area of the coal carrier at the east end of the Tie-Across <br />Haul road depicted on Exhibit 13-11. The Oil Well Access Road (approximately 0.3 <br />miles in length) has been constructed across graded spoils in the "B" Pit area, to <br />provide access from the Mine Entrance Haul Road near Pond 006 to the active oil well <br />located adjacent to the reclaimed "B" Pit. The Ridgeline Access Road extends for <br />several miles across reclaimed land to connect Haul Road "G" at the north end of the <br />mine area to the existing road system providing access to the south extension area. <br />Both the Oil Well Access Road and Ridgeline Access Road have been proposed as <br />permanent roads, and are depicted on Postmining Topography Map Exhibit 20-2. As <br />such, both roads are subject to the road retention demonstration requirements specified <br />in Stipulation 32. <br />C. Light-Use Roads <br />At the Seneca II-W Mine, there are approximately 2.1 miles of existing and proposed <br />light use roads. Light-use road locations are shown on Exhibits 12-2, 12-3, and 13-2, <br />and a typical cross-section is presented on Figure 13-6. These roads are only used on <br />an intermittent basis for purposes other than transportation of coal, including but not <br />limited to, roads used for monitoring and periodic maintenance of monitoring facilities <br />and reclaimed areas. <br />With the acceptance of Stipulation 32, the operation is in compliance with the requirements <br />of this section. <br />II. Support Facilities - Rule 4.04 <br />Support facilities used in conjunction with the Seneca II-W Mine include an equipment <br />construction site, fuel storage areas, an equipment shop, office/bathhouse, a potable water <br />well and supply line to the approved facilities area, an electric substation and an explosive <br />storage facility, and Sediment Ponds 005, 006, 009, 015, 016, 016A, and 017. <br />Volumes 7-9, Tab 13, contain detailed information on the existing and proposed mine <br />facilities. <br />III.
