71 <br />EXHIBIT "D" <br />MINING PLAN <br />6.4.4 The Mining Plans for the Bettger Expansion Area are as follows: <br />In addition to meeting all permit and application requirements, Duckels Construction Inc. will <br />operate under the advisement and direction of the Hogue Ranch Limited Partnership (HRLP) to <br />maintain conformity with their operations. <br />(a) Description of the methods of mining in each stage of the operation as related <br />to any surface disturbance on affected lands: <br />The existing Bettger Pit Permit, to include the approved mining plan and mine plan maps <br />and all amendments are incorporated herein by reference. The proposed mining plan is a <br />continuation of the Bettger Sand and Gravel open cut mining operation conducted in this <br />area since the 1970's. The existing operation's (cuts and backfill to AOC) will be <br />continued through to the conclusion of the proposed mining in the expansion area <br />The existing Bettger Pit permit area totals 65.1 acres, all of which, except the access road, <br />topsoil stockpile, small pit water discharge ditch and associated pond and the active cut <br />have been reclaimed to recreation and rangeland. The expansion under this amendment <br />i will add 22.4 acres, of which 21.3 acres will be affected area. As in the past, mining will <br />be conducted by using dozers, front-end loaders, back-hoes, ten-ton dump trucks or other <br />suitable equipment in a cut and fill operation. It is anticipated that the area will be <br />mined as shown in Pre-Mining and Mine Plan Map, Exhibit C. <br />Site development and mining operations will be based on market demand for material. <br />(b) Earthmoving: <br />Prior to mining each cut, topsoil will be stripped and stockpiled, followed by overburden <br />excavation and placement in the previous mine cut. However, in order to provide for an <br />uninterrupted mining operation, topsoil removal and overburden excavation may begin <br />prior to complete excavation of sand and gravel in the preceding cut. <br />Site access will continue to be on the south side of the Bettger Pit operation on to U. S. <br />Highway 6 & 40. It will be used for transport of construction aggregate to the Hogue <br />River Pit for processing. <br />Mine site reclamation will follow mining as closely as operationally feasible. Most of the <br />required site reclamation will be completed as a previous cut is completed and a new cut <br />is begun. Overburden from the next cut will be backfilled in the previous cut. By this <br />8
